Assess the current development organization.
Outline the Development Case.
Produce a list of candidate tools to use for development.
Produce a set of candidate project-specific templates for key artifacts according to the Development Case.

The activities in this workflow detail are best carried out by a small team, staffed by individuals with a good general knowledge of the development process. To collect information in Activity: Assess Current Organization, you'll need to involve a lot of people within, and outside of, the development organization. This is done by organizing workshops and brainstorming sessions. Combine this information collection with interviews. It's important, however, to consult experts in areas where process engineers do not have detailed knowledge.
